no i don't even think you could get 30 fps with said setup, your graphics card is woefully underpowered and i believe your cpu is the same. you do however have enough ram

I can run games like L.A. Noire and Skyrim. So IDK

Those are 2011 games and had much lower system requirements.

I've seen Fractured But Whole running at 25 fps at 720p with an i3 6100 with integrated graphics and your integrated graphics are about a third weaker with the CPU overall being much more so. You *may* be able to cut the details and quality down to the lowest levels and make it playable, but it's not something I would count on. Steam does allow returns now, so it doesn't hurt to try.
