Solution

I would really not advice you on buying a laptop for 400$, to play CSGO on. Specifically if you not...

Go on your favourite IT website and look for ASUS laptops.
Sort them by pricing, and choose one you find the best. Appearance and such.
Usually, the more pricier, the better.
If you want me to compare them for you, place the links in a comment section :)

I would really not advice you on buying a laptop for 400$, to play CSGO on. Specifically if you not have a secondary monitor and keyboard.
But this one is okay I guess, but it might have trouble with overheating a bit. https://www.amazon.com/F402BA-EB91-VivoBook-Lightweight-Portable-Processor/dp/B072Z9ZGSY/ref=sr_1_1?s=pc&ie=UTF8&qid=1508450738&sr=1-1&keywords=asus+laptop&refinements=p_89%3AAsus%2Cp_n_condition-type%3A2224371011%2Cp_36%3A-40000%2Cp_n_graphics_type_browse-bin%3A14292273011

I know it's lame, but I would rather save my money, and buy a real gaming rig when the time comes.
