can i set time limits on my internet

Most routers have this function in advanced administration, what router are you using ?

worst case scenario, get a "programmable wall socket device, (used for turning lights on and off in house when not in house, or to set your watering system on to take care of your lawn" set it to turn off in prescribed time , the router will get shut off completely as well instead of being asleep.

Yes most modern routers have settings where you can set time and day limits

Depends on your router.
Look into Parental COntrols.

Mine allows pretty fine grained access limits.
Allow some, block some, block ALL
By MAC address, by website, by specific keywords, by specific day and time.

Or any combination of the above.
