2) Not in a laptop, since you need the second system's boot disk to make this work. Either in a desktop or attached to a laptop with something like an SATA to USB cable. Easily found on Google and generally all of them work.
1) Well, that's a longer question. Did I really type "floppy?" Shows how old I am. I meant thumb drive or CD. Building one requires another computer that does work, downloading the tool of your choice, an using the utility that came with it or Windows ISO copy to burn it to a disk or thumb drive. I can't remember the name of the tool that I use (age again) since I'm not at home at the moment. Oh, I use Parted Magic, but it's a paid utility. No idea how good the free / trial version is.
