ACER Bad frames and stuttering on relatively good laptop

On a laptop that i got a few months ago ever since ive had it it has been having low frames and stutters in games like garry's mod and team fortress 2. It has always done this and i dont know why.

Here are my specs
Model: Acer Aspire E5 - 523G
Processor AMD A9 - 9410 Radeon R5, 5 Compute Cores 2C + 3G 2.90GHz (sometimes runs at 3.50GHz)
RAM: 8.00GB

(Found out that it has nothing to do with overclocking)

Pretty much yeah.
That cpu is based on the over 5 year old bulldozer architecture which wasn't that great even when it came out.
The gpu has 320 sps cloked at what i assume is around 600-800MHz. it lacks behind even the lowest tier current gen gaming gpu AMD has: The rx 550 which has 512 sps running at 1100MHz
