I have a hp notebook... It used to run all fine but suddenly one day it stopped charging while it's turned on(it show charger plugged in, but not charging). But it charges well and good when shutdown.

If that is the case, then the charger probably needs replacing.

When they start to go bad, one of the first signs is that they won't charge when turned on, but will when turned off. This means it is not putting out enough power to both run the device and charge the battery at the same time. Eventually it won't charge when turned off either.
