Was my Google account compromised?

I received a notification on my phone saying I had changed my number and asking me to verify it but I did not recognize the number. I couldn't do anything about it at the time but a few hours later I changed my password from my PC.

To receive this notification someone would have had to have access to my account, right? Is there a way they can try to change phone number if they just know my email. If they did have access to my account, it doesn't look like they made any attempt to change my password or use my email to change passwords for other sites.

Is there somewhere I can report the number?

99 out of 100 of such notifications on phones and e-mails are in fact bogus attempts to get you to actually enter and thus compromise your data/passwords...

Ignore all of them...

If your number were changed, your phone would not be working...

There is a zero day android phone tap in the uk spreading. Might have got it test the phone for eccoing on speaker mode
