I had this issue myself on one of my systems. windows isn't loading up a specific background process so you'll need to do it manually.
Navigate to your C:\Windows\System32 folder and locate ctfmon.exe and copy and paste a shortcut for it into your startup folder. You can access this folder quickly by pressy Win+R and typing Shell:StartUp and pressing enter.
Restart computer and keyboard inputs will work now.

I followed the instruction until I get and paste it. It looks like this after following it: "C:\Windows\Systems32\ctfmon.exe" Shell:StartUp ... But it is still not working. What is wrong with my laptop? Can you give me the answer please?, more thanks... My problem is the exactly the same with the title of this topic..

But when I typing letters or numbers in Windows and excel it works.

I didn't clarify in my original answer but you have to copy and paste a shortcut of ctfmon.exe into the startup folder not a copy of the file itself. Then restart.
