dell precision m6500 workstation ''plugged in, not charging'' probleem in a very strange way

dell precision m6500 laptop having ''plugged in, not charging'' but when i try to restart the laptop with the ac adapter inserted, the charging indicator blinks a few times and thats it, it doesn't turn on, to turn it on i have to remove the charger, turn it on, then plug the charger back in so that it doesn't die, but it just doesn't charge

Perhaps. I would keep an eye on it. If it will not charge when turned on, as I said before, look into a new charger. And if it takes longer and longer to charge, but drains faster, then I would look into replacing the battery.

Will it charge the battery when it is turned off?

If it does, the charger itself may be going. When it is not working correctly it will have trouble both charging the battery and running the device. Even starting it.

However, if it won't charge even when it is turned off, it may well be the battery or even both of them in need of replacing.

If it is under warranty still, I would contact the manufacturer.

thanks anyways, it turns out the laptop eventually ran out of battery due to accidentally unplugging the charger, and it wont turn on with the charger connected, so i pressed the power key and plugged in the charger, turns out, it turned on and started charging, but when the battery went down to 5% again one time it stopped charging, when i left it plugged in for the whole night turned off, in the morning it was 95% charged, so im guessing that it doesn't charge at a low battery level
