White bar on startup

Hi everyone my Laptop when it starts up , it gives my black screen with a white bar ( NOT BLINKING ) on top left corner , before that it gives me the Toshipa logo and written on the lower bar of screen press F2 to go to setup utility , F12 to go to boot manager
AND WHEN I PRESS ANY OF THEM UT DOESN'T RESPOND AND GIVES ME THAT WHITE BAR NOT BLINKING .

I have tried to press ( ctrl + alt +del )
And it does not respond I can't do anything
Please someone must help me

Solution
The recovery partition is a segregated partition on the same physical hard drive; possibly the drive has failed...

If it were a hard drive failure, then a Linux MInt 17.3 LIve CD/VD (onto USB) created on a functioning comptuer might allow your laptop boot operate fine, as does not require a hard drive...
(You will need to be able to access BIOS to shuffle boot priority to DVD or USB, however, to test this)

I'll second Mdd's opinion, hard drive failure is a very likely scenario. I mean, in any case, you will need access to a second PC to solve issues, since you can't do much about it. You could try getting Bootable Windows CD/USB and try repair/recovery software there, maybe that could help you out.
