Cooling Fan Problem

My laptop cooling fan does not go to turn off after shutdown the laptop

Search for "cmd" in Windows Explorer and type "shutdown -f -t 00 -s", prepare for your pc to turn off, see if the problem persist.
This might also be the case where the PC is overheating, and must cooldown before shutting off.
