The laptop in question is a Dell Inspiron 15 5559, with a 6th Gen i7 cpu, and 256 gb RAM. I've found it on a craiglist-ish website in my country. I plan to use it to learn programming and perhaps casual gaming now and then. According to my research this will do perfectly, but it wouldn't hurt to confirm with more people. Thank you very much.

100% sure, that's an old graphics chip from yonks ago, also mobile, not very good at all.
CS will run, league will run, Civ 5 might be a slideshow, and Overwatch will be a difficult experience given its fast pace and your minimal framerate.
Let me give you a contrast, almost all GPUs released in the past 4-5 years have had GDDR5 in them as VRAM.
This graphics chip has GDDR3.

Save up some more, what's the site and country, and what's your budget?
I'll try to find you a better deal tomorrow, 12:20am here atm, i'm off for tonight. :)
