Laptop Fan Speeds Up For No Reason

Hi everybody. I recently purchased a laptop and noticed something odd about how loud the fan gets. Even at low CPU usage (like 6%), the laptop's fan will ramp up to what sounds like maximum cooling, which can be very loud (50 db).

The laptop is always cool to the touch when this happens. Is the fan malfunctioning? What can I do about this? It happens in both Passive and Active cooling policy.

Side Note: This laptop is for college. Is there anyway I can configure it to be as quiet as possible (sacrificing some power is fine) during my classes?

I got this laptop in the mail 4 days ago. I do not have a program to check core temps (and getting into BIOS is extremely difficult, boots are too fast). When idle and with low-power use, laptop feels cool all around, but the fan ramps up and slows down seemingly at random.
 


use hwinfo and see how the temps goes.
