I am having this problem with my laptop running Windows 10 Pro.
Whenever I restart or startup my laptop the last icon on the desktop is automatically selected. If I try to open or click a file on my desktop it will select the bottom one or open it.
This also happens in apps it's fine at first I can scroll up and down but when I click anywhere on the page it scrolls down automatically and I am unable to scroll up. I have tried resetting my pc and it still happens.

I have switched keyboards and mouses and uninstalling drivers but nothing is working. This also happens in folders!!

It's really frustrating, and I feel like taking it to a repair shop. I have run antiviruses and it has found no malware or virus.

I'm not sure if the fixes that you guys have will work since it automatically chooses whatever is at the bottom, and rearranging the icons doesn't do
anything it just chooses whatever is at the bottom.

If u have a fix please let me know!

Try starting up in "Safe Mode" and see if you get the issue. If you don't, then it is software or something else on the computer that you have to remove. If it does still happen, then you are probably looking at a hardware issue.

c. Press the "F6" key to Enable "Safe Mode" with Command Prompt.
(In "Safe Mode" with "Command Prompt" starts Windows in Safe Mode, with a Command Prompt window instead of the Windows interface. This option is mostly only used by IT professionals.)

Now sign in to the computer with your account name and password. (If you have one set.) When you are finished troubleshooting, you can exit "Safe Mode" restarting your computer.
