How to fix the setup of a tv to go to HDMI but doesn't let u

Some TVs won't let you select an input that doesn't have an active source connected to it.
Turn on whatever you are trying to watch before selecting the input,
Try a different input too. Check the set up menu in case you have to activate an input before selecting it.
