It's possible, the following video demonstrates the Sims 4 running on a laptop with the Intel HD 520 at 1080p and medium settings. Note that is the base game, expansions could increase the system requires though if they include graphic effects that were not in the original game. The CPU is an i7-6500u so if the laptop you want to buy has an i5-6200u the performance could be a little less because the CPU clock speed is a little lower.

If you can spend $540 then you can buy the following Lenovo Ideapad laptop with a nVidia 940mx which should have no problems running the game with high settings at 1080p. But if you want to spending a little less ($443) and do not mind a refurbished laptop...
