Toshiba CPU Issue

My old Satellite L675D-S7052 S1 Socket AMD Phenom II HMN640DCR23GM Chip on NALAE LA-6053P Rev:1A board shut down 6 months ago and put it in the closet since I had another laptop to work with. Now its time for me to check it out again. It won't start. Makes no response now. I know the power supply is good since it works with my other Toshiba laptop. Before I tried getting it back up, I cleaned a thick paper like dirt clod off the fins of the heat displacement coil of the cooling system. I assume the CPU fried since it was shutting down from overheating before it quit for good last time it was running. Now the is no response. My question(s) is/are, 1) is it possible its just a fried CPU and thus can just replace it and all is well, and 2) should/can I upgrade to a better CPU since it was a fairly robust laptop for my Wife?

Any assistance is appreciated.

Its possible solder cracks on the motherboard is preventing connection, this may require reflow of the motherboard, its possible CPU or graphics chip is damaged, you need to take it to a technician.
