Laptop fan won't turn off

Few days ago my laptop fan started making loud noises (while browsing) . It was very loud, because , if it was running before, I didn't hear it. Yesterday, fan starts at the booting the system. I tried stopping it in battery options (setting fan to passive), I tried lowering maximum cpu usage. When I touch it, it isn't so hot. In fact earlier, laptop was hotter than now (when fan spinning). How can I turn the fan down? Thanks

Specs:
OS: Windows 10 (Before windows 8)
CPU: Intel Celeron CPU B830 , 1.80 GHz
RAM: 4 GB , 3.89 usable
 
Solution
If the fan is acting like that, it probably needs replacing. If the laptop is still under warranty, then contact the manufacturer about the repair. If not, then you can try doing the work yourself or take it to a local tech.
