Installing Windows to a blank SSD

I have an old Toshiba satellite laptop been doing some work on it to get more knowledge of laptops instead of desktops I upgraded it's ram successfully to 4gb and I upgraded to Windows 7 and 10 successfully on it's original 40gb HDD however i put in a 250 gb SSD that previously was only used for additional storage on my desktop pc I wiped and formatted even created a partition for the Windows 10 or 7 is to go in but each time I go to install Windows either via DVD or usb it will start copying Windows files at 0 % A d not do anything or go up and after 20 minutes to half an hour says missing drivers do I counteracts this by remaking a full bootable usb to install from but still it didn't do anything could someone please help me with installing Windows ten to a fresh hardrive with no other precocious IS please
