Audio sounding poppy when using 3.5mm In

Hello, I have a Lepy 2020A amp(https://www.amazon.com/Lepy-LP-2020A-Stereo-Amplifier-Supply/dp/B00C2P61FO) and it works very well with my turntable which inputs to the rca input. The amp also has a 3.5mm in, and when i plug it into my pc, the audio barely comes through and is very rough. I have tried different Aux cords but same result. I have also unplugged the rca inputs and the 3.5mm in still doesn't work. Would love to have this pc/turntable variable setup before heading off to college soon.

Do I need a pre-amp between the pc audio out and the amp audio in? the turntable has a pre-amp setting.

You shouldn't need a pre-amp (the turntable requires one because it puts out a very low signal).
You said you have already tried a different cable? You know for sure the PC output is good?
You could try getting a cheap adapeter to take your 3.5mm connector to 2 RCA's and then use the RCA input just to rule out something weird with the 3.5mm input.
