I have a Dell Lattitude e5540, it has decided to stop charging.
I have replaced both the battery and the power adapter, I have also updated the bios to the newest version. none of the fixes i have seen online have helped me and its becoming really frustrating. the only fix i have found that i havent tried is replacing the port, however i do not want to do this unless i really have to.

Solution
It may well be the charging circuit as well. Which could require the motherboard be replaced.

First, try seeing if it will charge when turned off, rather than when turned on. If it will, then the charge (even if new) may be your problem. Also, the new charger and battery, if they were/are aftermarket ones that can give you issues also. As they are kind of hit and miss with functioning correctly. And, if the new charger, or new battery, are not putting out the correct amount of power, then they won't work correctly, even if they say they are the right ones.
