Is there a cable to connect a small concert speaker with XLR inputs to my TV? Does this cable exist? Do I need to go through my cable box?? Would I need to buy a reciever as well?

Solution
If the speaker is passive you will need an amplifier/receiver and the correct cables or cable and mono RCA to XLR adapter.
If the speaker is self powered then you can connect it to your TV or cable box if it has a variable analog audio out or if the TV has a headphone jack.
You need a variable audio output since the speaker will not have remote volume control,
I would think that it makes more sense to get a soundbar rather than invest in a receiver for use with a single speaker..
You will only get one channel rather than stereo.
