new to kodi box and I have a few questions

Hello everyone this is all new to me so I need some help understanding the pros and cons to this technology.

Based on the one I ordered:
4K 3D MXIII MX3 Smart TV Box Android4.4 Quad Core XBMC KODI Fully Loaded W/Keyboard

This all sounds too good to be true, and if it is as great as it sounds how come I have not seen a lot of facebook/trending posts saying how great this is and why everyone should have one.

I have a 2016 samsung 40" UHD 4k and when I first got it, I was able to search/web browse, but after the first auto samsung software update that function went away. Now I can only load samsung approved apps, for example youtube with 4k tab, facebook video app (not facebook.com app) and amazon video.

but with this kodi box I will be able to use it to stream video content in 4k and it will enable me to surf the web on the tv using the kodi supplied keyboard. Is that correct?

I have read a few articles about the legality of using this and everything I've read so far says that it is LEGAL. My question is/can someone explain or give me the link that explains why it is legal and why I will not have to worry about the at&t or comcast or any of the companies/media companies that I am able to watch through the kodi box.

There is absolutely nothing illegal about hooking this up, even if it has software that allows you to do illegal things.
It is not illegal to own a 200 mph car, only illegal if you drive it 200 mph on the streets.

Before I hook it up and plug it in, do you know of any laws or fines that I might incur here in the USA or is it one of those scenarios that the laws have not caught up with technology, so I will be able to enjoy the content until someone passes an actual law that makes the use of this device illegal?

depends on the hardware with it asnd usually in the title and description they will say 4K or not. android boxes can be legal where you can have kodi or another program running a media server from your PC where you can stream content and also you can use apps like netflix and other subscription services. the problem is kodi is open source so anyone can make add ons for it and there are a lot of illegal addons out there

but if you want to know if your android box can do 4k you will have to find a review on it

The Android TV box is legal and the Kodi software is legal but the addons to watch pirated movies is not. People should not be selling these packaged Kodi + Android TV boxes and claiming that you can watch movies illegally. Now Kodi is under attack because of these people. (sellers)

Your ISPs will not care about you watching movies on this box because the mods grab movies from internet sites, not torrents.

I would not recommend something like this is you are not technical because these boxes will break due to software removals, updates, and changes and you have to know how to reinstall Kodi for example.

streaming copyrighted content is illegal. there have been reports some people in the UK have been charged for streaming football games using illegal kodi add ons.. in canada you can be charged with downloading illegal content and may get an e-mail sent to you if you do try to download copyrighted material but there are limits on how much you can be sued over it so one day you might hear of some canadians being dragged into court over it
