In the US the best laptop you can buy for $300 is the following Acer with an i3-6100u which has the Intel HD 520 graphics core.

The AMD alternative is the following laptop with an A8-7410 for $311; however the A8-7410 has a little processing performance compared to the i3-6100u and the Radeon R4 (Beema) graphics core is quite a bit less powerful than the Intel HD 520. Keep in mind that the Intel HD 520 is pretty weak itself.

If you want to use windows then better you raise your bet on more expensive one, but if you want to find any alternative such as Chrome OS, then there would be tons of choices for you. Asus Chromebook c202sa is even around 170 dollars and its already great with the support from Android apps.
