Depending on your budget, Id reccommend upgrading your CPU to a more powerful LGA1155 socket CPU, like an i5-6400 . You definetly need a better GPU, but focus on RAM and CPU first

No, first make sure that you upgrade your RAM to 8GB because you would run some missing texture even on the lowest setting. GTA V is resourceful on RAM and that is why 4GB is not enough.
