Once the headphones are plugged in you should be able to select playback devices when you right click your volume icon.

There is no such thing as "sound for VGA". If your VGA monitor has speakers, they are probably connected to audio-out connector on your computer.
A simple way to make two programs output sound to two audio devices:
- make first audio device (eg, speakers out) default, and start first program, let it play sounds
- make second audio device (eg HDMI audio) default, start second program.
