I have a Dell Optiplex 790 sff and I had to replace the hard drive. After the restore on the computer the ram now runs 100% then 2% back to 100%. Is there a fix for this?

Wait till Windows is done running updates. If you have the same issue in a few days then you have an issue. Assuming you did install something on top of the basic setup that caused issues like a virus from your old files.
