Can a 1200 watt amp push two 1500 watt subwoofers

If the impedance of the single or two subwoofers is safe for the amp then you can drive the sub or subs.
You may not have to ability to play them as loud as they can play but that would be the only limitation. It would depend on the impedance of the sub or subs and what power the amp puts out at that impedance.
