I factory reset my Acer laptop recently because of a internet problem with player unknowns battlegrounds, when i reinstalled steam, csgo and GeForce experience I noticed my frames dropped from 200 to 30 on csgo.

My specs are (Acer aspire v 15 nitro):
Intel core i7-4720hq cpu 2.6 GHz
8 GB ram
64bit Windows 10
Nvidia GeForce GTX 960m

Have you tried reinstalling graphics card drivers since the factory reset? Or checked to make sure that your system is using the 960m for everything by default? I've had this issue before, too.
