Can I swap SIM cards from Samsung J3 to LG Tribute?

You should be able to switch a SIM card from one device to the other if they are on the same network. However, your contacts won't be there. The contacts are stored on the phone itself, not the SIM.
To access the contacts you would need to get the phone to turn on. Or, if you had the phone synced to a Google account, you may be able to find your contacts there and copy them to the new device.
Should all else fail, you can try going into your bill (if get a physical copy) or log into your account with your provider online and check the numbers called or received calls from, as well as the texts. The numbers will be there, but there will be no names attached, so you would have to figure out which was which.
