Win 10 reset stuck on black spinning dot

So my dad did a reset on his updated windows 10. Had no real trouble with until today with it sort of glitching on having the blue spinning wheel always running. So we decided to do a semi-factory reset that keeps your personal info since its good to get some of that junk ware out and all.

So we do it and everything looks fine until now where its stuck on the black screen with the spinning dots. It has been on this for at least 4hrs now. I've never had to deal with this and from what I know, you can't really shut the power down during a reset so not sure what to do. Wondering if this is a lost cause?

Note: If this problem started after an update (or system reinstall), please make sure the laptop is not connected to the internet in any way before you use the following instructions.

Try the following...

1. Power off the laptop.
2. Power on the laptop.
3. As soon as you see the rotating loading circle, press and hold the Power Button until the computer shuts off.
4. Repeat this process a few times until you see the "Preparing Automatic Repair" screen.
5. Now you want to let the laptop boot to the "Automatic Repair" screen.
6. Click "Advanced Options" and then select "Troubleshoot".
7. Here you want to select "Refresh your PC", if you do not wish to erase data, or "Reset your PC" to erase all data and restore your system.
8. From here...

NOTE: You will need to get into the "Advanced Options" in order to get the "Refresh Option". This choice will keep your data, but any programs installed will be lost.

Do not do a "Reset" as that will wipe all data you have on the laptop.

I tried the above process but unfortunately my pc then said getting things ready and stayed there for about 20 mins after which it went back to the boot screen where I could choose advanced options again.
Any solution to this?
Please help!

mine does same thing, keeps going back to repair screen, diagnose, but no logon screen.
HELP
