Is someone hacking my phonev do I have an app turned off that should have turned out is that why I can't pull up anything

Metro keeps flickering screen does and I can't pull up anything back if I ask Google something it goes to Subway to answer the question it won't answer it just says this app can not open

You may want to try booting your phone into safe mode. I'm not quite sure what you issue is bit you could also try an antivirus. Bitdefender antivirus works great.
