Basically all modern laptops have CPUs that are soldered into the laptop's motherboard. There are some high-end and expensive laptops which uses desktop CPUs that can be upgraded, but they consume more power and these laptops are considered boutique.
Laptops with upgradaeble graphics is limited to very specific models of gaming laptops which generally starts at around $1,400.
The vast majority of laptops (including many expensive gaming laptops) only allows you to upgrade the RAM and the hard drive. If you want something that is relatively inexpensive and upgradeable, then you should look at a desktop.
