"No bootable device" on new and old hard drives

My laptop gives a "Checking media (fail)" message followed by a "No bootable device" message on boot-up. I ordered a replacement hard drive and installed Windows 10 onto it using another computer just fine. Then I put the new HD back into the laptop and I'm still getting the same error.

The hard drive is visible in the laptop BIOS, and it is set to have top boot priority.

Is it time to just buy another laptop?

Yes, both HDDs show up in the laptop's BIOS. Sorry, forgot to mention that in my original post. I just updated the OP with that detail.
