Battery won't charge, powers down when unplugged - 0% available (plugged in, charging)

I have an ASUS laptop that won't charge. It says "0% available (plugged in, charging)".

I tried a new OEM battery that I just bought and it has the same issue, so I know the battery is good. The charger is also new, so that's good too. I tried holding down the power button with everything unplugged for 60 seconds, reconnected everything, it didn't work.

Uninstalling and reinstalling drivers didn't work either. Resetting BIOS also had no effect. When I unplug the charger, the computer loses all power. The battery light on the laptop shows solid orange. I'm out of ideas. Any help would be very much appreciated.

Also, I'm not sure if it's related or not, but the mouse cursor jumps around and shakes a lot, to the point where it's unusable, when just a finger is placed on the touchpad.
