well I would suggest to swap out your power supply. it is a dell, and only handles 385w on the 12v rail and only 185w on the 3 and 5v rails.
see if it is the PSU or not that took a hit.

Try resetting the bios to default by pulling the motherbord battery for 5 minutes. Then test the card and also if it has the dual bios try pushing the button to reset the card. Check other video outs on the card. If that doesn't work test the card in another working system. Could be a dead GPU.

Any chance the person that gave you the card would let you test with his PSU and monitor? Quick way to find out if its PSU, monitor, or motherboard issue. Unfortuanalty you have run into an issue that requries testing to know whats wrong.

But i have a Good PSU (Thermaltake toughpower XT 775w)
that person live Very far from me
am worry if my BIOS A11 is Crazy , because i know that the XPS 8700 had issues with some graphics cards like GTX 970 before at A08 and so on ,and the problems solved when they released the BIOS A10 !

so is it possible that the A11 go crazy again , and is it possible that i Downgrade my BIOS from A11 to A10 ?!!!!

Thank

I cant guess at that but the HD 7970 can be diffecult even with the best of hardware. Could be a iffy PCIE power cable or a difficult GPU. Could be the reason the guy gave you the GPU. You may try a few times and get it to work. Then have to leave it on to keep it working.
