Is there a way to backup Chrome bookmarks without being able to access the machine?

Someone got scammed and locked out of their computer- can't even get into it as it requires a startup password and nobody wants to fork over money to a scammer who may or may not give the password up afterwards.

He is concerned about getting his bookmarks back from Google Chrome. I was wondering if there is a way to transfer over bookmarks or a sort of file for Chrome when I pull his hard drive out and backup his data and put back on there when I reinstall Windows so he isn't missing them. So far everything I have ran into involves you needing actual access to the computer itself and go from within Chrome to export the bookmarks... hoping that there is a way to do it without having to access his OS since I can't anyway. Probably unimportant but he is running Windows 7.

Well if they logged into a gmail acocunt, it would all be synced in the cloud and logging back in would sync it all back. If it need a startup password, something like the HD could be locked or encrypted so you may not get any access to it.

Otherwise if you can access the drive, they are stored in C:\Users\{USERNAME}\AppData\Local\Google\Chrome\User Data\Default\Bookmarks

Thank you! This is exactly what I was looking for. Luckily for him, the scammers were bright enough to put a startup password on the machine, but not smart enough to encrypt anything and I can access his files. Really appreciate the exact location link!
