You literally freeze it.

Seriously, the best way to free it is to remove it from the machine and wrap it in a polythene bag then put it in the freezer for about half an hour.

When you take it out, get some power to it quite quickly and with a bit of luck, the contraction of the freezing closely followed by the expansion of it warming up again might free the disk up.

When you reconnect it, there's no need to put the SATA lead back on; you'll know from the sound and feel of the drive whether or not the disk is spinning. You might need to do all this a few times but it does work in a large percentage of "frozen£" disks.

In future, all disk will not spin.
