How do I open port 5938 om my Android phone

As getochkn stated:

You dont open the ports on the phone, you open them on the router.
The problem has nothing to do with your phone, that problem is that the router did not request the traffic from your phone and thus is blocking it by default.

- You will need to open (Port forward) the port to the IP of the DVR from yoru router settings.
- You will need the DVR to have a static IP, not an automatic/dynamic IP
-You will also most likely also need a DDNS account confgirued on your router, an always on computer, or possibly on the DVR itself.
Most all home ISP services give you a dynamic IP (one that changes) so your IP address this week and your IP address next week will be different. Thus you can use a DDNS service to keep track of...
