Can't answer your question definitively, but I did find a mention by a guy on Amazon that says his Satellite with the same processor (N2820) has no fan. There are also mini PCs using that processor without a fan. With a TDP of 7.5 watts, and a max temp of 105 degrees Celcius, I would not be surprised if your Satellite is indeed fanless.
But in searching for replacement fans for that exact model, I get plenty of hits. I'm not sure what to think!

Mine has no fan. It still freezes. Toshiba had a recall on the battery. Took it out and ran on ac. It ran for about 2.5 hrs before it froze up again. Which is better. I got a laptop stand with 2 fans for cooling, but the fans blow air in not out.
