I was wondering what the best game making software I could get would be for around $50 to $100, I could wait a few months and get more money to spend a little more but whats the best lower-budget game making software? I want it to be like a 16 bit 2d RPG, nothing too fancy. Also would prefer a one time payment and no revenue cap

Unity is free until you want to actually release a game. https://unity3d.com/ Blender is free 3d modeling software to make stuff for the game. https://www.blender.org/ my bad didn't see what type of game you wanted to make RPG Maker MV is $79.99 on steam and there is a bunch of others on there as well under software and game development in the store.
