Function Key Problems

I have a Toshiba Satellite C55 B5201 I have tried all of the above solutions, save the for ProgramFiles/Toshiba/ etc. That directory chain is nowhere in my hard drive. If there is a Toshiba folder, it is hidden somewhere. I've done searches for Toshiba, Toshiba HWSetup, Toshiba settings, Toshiba Keyboard, Toshiba Keyboard settings. Nothing. I have gone into BIOS and set it there which changed nothing in windows. I changed it back to F1-F12 standard and it changed nothing. I have rebooted, Cold booted. I am beyond frustrated. Yes, using the function key still manages the volume, play, fast forward, etc. but prior to having a new hard drive installed (in a computer that was less than 6 months old. It came, brand new, with a bad hard drive which I was none to happy with) I was able to manage volume and other special settings without pressing any button except the volume, play, etc buttons.

I am giving up.
