Since GTA IV will soon be ten years old, you can say that the high-end graphics performance is nearly identical to low-end graphics today. Recommended settings are a GT 8600 I think which was the graphics card in my dad's old computer xD. But the graphics card always consumes a good amount of power. Actually, an iGPU should even play GTA IV at Max. Settings, BUT that's the better iGPUs such as the HD 530. Since you have the Celeron, which is a pretty weak CPU, the GPU is also more weak than the better CPUs ones, so yeah. It's not even from the HD xxxx world, just HD Graphics, so yeah. FIFA 17 has higher requirements, but would maybe also run on a (powerful) iGPU. That's the problem with laptops - you can't upgrade single parts.

How to play? You will need a discrete graphic card. Something low should work for FiFa. GTA V is a pretty old game, but still requires some graphical power as that old dual-core isn't that effective.
