Doesn't matter, It will be plug to the power source when the laptop its on.

Yes. for video gaming ultra settings with 60 fps

Is GTX 1060M good enough to achieve ultra settings 60 fps for the games i mentioned or i need to up my budget to have a GTX 1070M laptop ?

is 8GB still "future proof" or should i go for 16GB ?

Looks nice (not screaming plastic fantastic), meets al your demands apart from the optical drive, and has a thunderbolt 3 port as a nice little extra.
The GTX1060 is definitely sufficient to play most (not all) recent titles on FHD and max settings. When compared to the previous gen (maxwell), its between the gtx970m and gtx980m (which was the best mobile gpu). Asus Strix and MSI also have some offers which meet the demands but I picked this one for the looks, of you want to check out the others go search on...
