Solved! Toshiba C70D-C won't turn on

Hello!
The laptop mentioned in the thread won' turn on no matter what I do. Here is what I learned about the situation:
1. The laptop charges just fine
2. When I attempt to turn it on, it will light up the power led for 2-3 seconds then the led turns off. Absolutely nothing else can be heard turning on.
3. When I try to turn it on with just the battery, nothing happens at all.

What I tried so far:
1. Removing ram and placing it back in
2. The remove battery and ac, hold power button for 30 seconds then try again trick.(with all possible combinations of the trick, like holding power with only battery, only ac or none)

Any idea why it happened, and what can I do to fix it?

you may have a power cable issue on the board you may need to open laptop to see it but find the service manual first before doing this or it is a repair in shop $$$ .

I had a spare 8gb ddr3l cl11 ram module and tried to use it as follows: only 8gb in slot 1, only 8gb in slot 2, and then i used both ram modules and switched positions. Still nothing.
The only moment it ever shows some sort of response is when it is both battery in and ac connected, at which point when i click power on the led light turns on for 2-3 secs and then nothing happens. If any of the two is missing, led won't even turn on. Any other ideas?

Edit: one more thing: if i plug the power cable when the laptop has the lid open, the orange power led flashes, turning on for 3 seconds and then off again and repeats this cycle. This only happens with the lid open. If the lid is closed, the orange light is constantly on indicating that it is charging.
