I want to ask something about my battery. When I charge it , it says "Plugged in, Not charging". My battery stays at 95%. How to fix that without removing my battery. Help

i had a similar problem with a Dell laptop. where i had the plugged in, not charging. I could use my Dell charger to "hold" the battery at a certain percent, but could never get it to charge higher. Getting a new charger (cheap Rosewill from NewEgg) solved this issue.

I think there is no problem in my charger , sometimes it works , but sometime it doesnt. Is there any solution without removing my battery ?
