Hi, my Dell Inspiron 15 7537 had to ahve a hard drive replacement and it seems that whenever I try to start it up now it will just say No boot device found please press any key to restart and when I do I spam f2 thinking it will take me to the bios menu but it seems to just run me in circles. it wont load setup or boot menu yet when I plugged in the charger it seemed to setup a new menu which let me know I should plug in a 90W charging cable and to press f2 to go to setup but when I restarted I accidentally pressed f3 which stopped the message from showing and now I am back to the infinite loop of not being able to enter setup. Any ideas?

You will need to disable "Fast Boot from" the power button menu. The power button can be used if you encounter Fast Boot problems.
1. Make sure the laptop is turned off. Not in Hibernate or Sleep mode.
2. Press the power button and hold it down. The system should emit three short beeps from the speaker, or headphones if you have them plugged in.
3. After the beeps, release the power button 'before' the 4-second shutdown override.
4. The power button menu should now display.
5. Press F3 to disable Fast Boot and you should be able to access BIOS now.
To enable Fast Boot:
1. When the laptop boots up, enter the BIOS setup by pressing "F2".
2. Now go to the "Boot Configuration menu".
3. Choose the "Enable Fast Boot".
4. Press F10 to save the changes and exit.
This should get you in so you can then check BIOS
If that doesn't work, try this
1. Power off the laptop.
2. Power on the laptop.
3. As soon as you see the rotating loading circle, press and hold the Power Button until the computer shuts off.
4. Repeat this process a few times until you see the "Preparing Automatic Repair" screen.
5. Now you want to let the laptop boot to the "Automatic Repair" screen.
6. Click "Advanced Options" and then select "Troubleshoot".
7. Here you want to select "Refresh your PC", if you do not wish to erase data, or "Reset your PC" to erase all data and restore your system.
8. From here just follow the screen instructions until the recovery is completed.
NOTE: You will need to get into the "Advanced Options" in order to get the "Refresh Option". This choice will keep your data, but any programs installed will be lost.
Do not do a "Reset" as that will wipe all data you have on the laptop.

Apologies I assumed you had installed your OS and files on the drive. If the drive is completely empty, then that would explain why it won't read it.

whenever I hold down the power button it goes into a loop of turning on and off back and forth. When I spam f2 on startup it will have the screen flash 3 times exactly then go back to the loop. The old drive is totally unusable. the disc inside it wont even spin.

I see. If it won't let you access the BIOS and it won't read the USB, I am at a loss as to how to get it on the drive. 
Well without pulling it and connecting it to another computer and installing it on the drive through there, then putting it back in the laptop.
