replaced hard drive in my xps L702x. reinstalled win7 and drivers and utilities. cannot connect to router or modem says my computer not compatible although wifi was working before

Did you install the drivers from Dell's support site or from somewhere else? What exactly is the message you get when you connect? I can't think of any error message that states the computer is not compatible with the wireless connection. Can you see your WiFi signal? If you have dual WiFi bands on the router you may need to try to connect to the 2.4 ghz if your WiFi card does not have the 5 ghz band.
