I finally found a quick solution!
I wanted to reply to another post but it was closed down
all you have to do is rightclick on your desktop and select intel graphics setting
then, click on power. there, you should be able to see a screen refresh rate of either 60hz or 48 hz. simply click on disable, then click on save (bottom of the screen)
then do the same for every power plan
I cant believe such an easy fix took me weeks...
