Should a AMD A-9-9410 Radeon R5, 5 compute cores 2C + 3G 2.90 MGZ work with the Elgato HD60?

Solution
it looks like if you were just capturing and saving video it would be fine.. the video is passed along USB allready compressed and the PC just has to save it. But if you were doing live streaming then no, the PC needs to do the compression in real time;

Requirements:
Stream Command: 2nd generation Intel Core i7 CPU
(i7-2xxx or comparable), 2 Ghz or higher, before Turbo Boost.

That is some serious power right there, the first release was i7 2600 I think and that has a cpu mark of 8236. Your APU only hits around 2600.
